What is the purpose of a pond pump?

You can run any number of pumps within reason. Having a dedicated pump for the filter, the waterfall and the fountain would be the optimum solution , but only really needed or required for a large pond where one multipurpose pump cannot easily  supply the flow required for all the desired features and functions.

Do pond pumps use a lot of electricity?

The electricity consumption of pond pumps and filter systems is certainly worth consideration as circulation should be maintained continuously throughout the year, 24 hours a day.
